A metric is a quantitative measure of performance, such as revenue, conversion rate or active users.

A governed metric has a precise definition: what is counted, over which entity, with which filters and time grain. Without this, the same label can mean different things in different reports.
Defining metrics once in a semantic layer removes the arguments about whose number is right.
