Data thresholding
Data thresholding hides some report data to protect user privacy, usually when numbers are very small.

GA4 may withhold rows when applying thresholds, for example when demographics or Google signals are enabled and counts are low. Reports then show fewer rows than you expect.
Switching the reporting identity or exporting to a warehouse can avoid many thresholding issues.
